The entire canon as we have it, was first canonized in 382 A.D. at the Council of Rome.
It was later reaffirmed at:
- the Councils of Hippo and Carthage which took place between 393 and 419 A.D.
- the Second Council of Nicaea in 787 A.D., and
- then again at the Council of Trent in 1545.
The use of the word Deutero simply reflects that fact that certain books were not universally accepted as early as others. By the Council of Rome in 382 A.D. they were all in there.
Now some local Churches throughout the world didn't get the memo right away but by 382 A.D. we had the entire canon.
