Catholic bishops have authority regarding Catholics, but they're pretty scrupulous about respecting the role of other Christian communities to discipline their own members.
They tend to give warnings about the religious activities of non-Catholics only if they see Catholics getting involved, and especially if they see the person misleading Catholics.
In the cases like those of Popoff and Hinn, most bishops have probably never heard of them. They're not prominent enough to get attention from Rome, so a local bishop would have to speak out if one of them were causing a particular local problem in his diocese.
And at least one Catholic bishop has warned about Hinn — when he visited India!
It's important to point out that the lack of a statement from a bishop here doesn't mean these figures should go unchallenged. There's nothing to stop Catholic lay people or priests from examining the shady practices of these figures and talking frankly about them.
